Adobe Captivate content issue

While trying to upload Adobe Captivate content uploading the manifest file, I get the following message:

The Save Operation has Failed.  There exists an empty block.

An invalid block was found.  Every block must contain at least another block or SCO.

Any ideas what is different that the Articulate files?  I see the file is extremely short.  Does it look like it was packaged and uploaded into the file incorrectly or is corrupted when it was packaged?
