Tasks can still be submitted even when there is an open alert - is this correct?

version 11.1.2.3.501

During out testing, we noticed that even if the original assignee has created an alert and assigneed it to someone, the original assignee can still submit the task even if the alert is still opened.

Is this the correct functionality of alerts?

I would have thought that the task could not be submitted until the alert is resolved and closed.
