Why do I get ORA-12514 error after changing to Oracle 12C 64 bit client?

I am trying to setup PUM 9 Change Assistant etc.  This workstation was working for PUM 6 and 7 with the version 11 client.  I missed the fact that PUM 9 needed the 64 bit version of the client so I first installed the 32 bit version.  Then the 64 bit version after deleting the 11 and 12C 32 bit clients. The virtualbox image is on a server so I connect to it from my workstation.  The image is working fine and I can access the web front end fine but I can't connect to the database HR92U009 from my workstation now.  I am not an Oracle database guy. I have only setup the client a few times.  I am guessing my multiple installs and deinstalls has somehow messed things up.  I believe the TNSNAMES.ORA file is correct but clearly I can't connect to a listener that is aware of the database.  I have tried loading a listener locally and that could never see the service/database even if I hardcoded a reference into the Listener.ora file.
