read_client_info returns random client_info string

After searching around for a bug or workaround fix and not finding anything, I would like to find out if any other institutions are having the same problem.  Whenever a user attempts to log in with a wrong password, the delivered psoprdefn_tr trigger a seemingly random client_info string.  Actually, it looks like it returns the client_info string of a random user currently logged in the v$session table.  Is anyone else experiencing this same issue?
