Workflow Mailer Stuck in Starting/Stopping Status

Hi, i've been searching high and low through metalink for a solution for this, also logged an SR for this, but to no avail. Hope you guys here can help. here's the case:

I've recently added 2 Periodic Oracle Alerts, to which is verified and tested, (i ran Alert Check and it was sent successfully).

But I noticed it did not send automatically as scheduled. So I had to re-run it manually.

After that day, users started to ask why they didn't get notifications from PR/PO and other Workflow-Related transactions,

upon checking, the Notification Mailer was suddenly down, and was in "Starting..." status.
