Upgrade Peopletools 8.51 > 8.54

Trying to set up Change Assistant to upgrade a HRMS 9.1 environment from Peopletools 8.51 to 8.54.05

Cannot get the database connection to work - I am unable to find any error logs or windows event logs to determine what is wrong.

I came across a note that said a 32 bit oracle client which I switched to that but no change in results.

The error comes up very quickly and no data base connection is attempted (according to the DBA)

Is there a script... or something I can execute to help troubleshoot this  ?

Any leads would be very appreciated.
