MsgGetExplainText does not return French messages on Multi Language Platform

We are going in for Multi Language Implementation for HCM. We are facing the following issue. We have English as base language. MsgGetExplainText returns only English texts irrespective of whether there is any translations available for the Message Catalog. Is there any work around for this? We have our ML live by next week and we got stuck with this problem.
