PSFT HCM/FSCM 9.2 system database install

We are trying to install new PSFT HCM/FSCM 9.2 tools 8.54. We installed Demo databases fine. However while creating DEV database with system database option only the tools tables/pages eixts and none of the application tables/pages exists in the system database option. How do we get the DEV environment populated with all the application related tables/pages.
