Change Asst shows different products on summary page vs. general settings page

in PeopleTools and Lifecycle Management - PSFT (MOSC)

I'm running on PT 8.53.18 for HR 9.2 and trying to apply a change package to my test environment (package created for in-house demo using Image 10).  The possible issue is that on the General Settings page it shows the correct products for us; but, when the summary page shows, it shows MANY more products that we don't have it actually looks like it is listing all of the products.  Where is CA getting this info from?
