RMS MRT creates duplicate RTV records

I noticed that when an RTV is created from an MRT, two duplicate RTV records are created (on RTV_HEAD and RTV_DETAIL).  When you search on the duplicate RTV record in the rtvfind form in RMS, the user is re-directed to the 'main' RTV record.  Why are two RTV records created when generated from the MRT workflow?
