Can a adhoc/user defined notification sent from isupplier

Hi,

We are planning to implement isupplier alone (without Sourcing). We will use the supplier registration functionality. We want to send out notification to the suppliers from speficid categories (Products and Services) communicating them about the available bids.

Is there a functionality available in isupplier to initiate such notifications. If not is there a functionality to send user entered notfications to the supplier contacts.
