PUM HCM Image 10 includes additional patches automatically

Hey Everyone

While trying to generate change package for one specific patch (e.g 18003170), on review bug page, 67 additional patches are added to the list and there is no way of deselecting those additional. I've checked that most of those additional patches are totally unrelated to the patch that I want to apply and are not pre-requisite as they are delivered in image 10 whereas patch that I want to apply was delivered in Image 7.

Why is PUM including those patches automatically? Similarly if I want to generate change package for tax update 14E from PUM Image 10, it automatically include patches for 14F.
