Integration Broker security in PeopleTools 8.52+

Want to publish a custom service operation from HCM system to FSCM system when a certain action is performed on the JOB record.  However, very few of the users that can perform the action in the HCM system exist in the FSCM system.  Is there any work around to the error "UserName not defined in database. (158,55)"?  Any setup or bypassing of the security?
