Even user qulaify for role, evaluate user policy is not picking the user for provisoning

in Identity Management (MOSC)

I have ran flatfile GTC for set of users. Some of the users who is eligible for access policy have not tagged with any roles. Some of the users with same access policy got provisioned with role.

I have checked the table user_provisioning_attrs and there were no entries for the missed users.

Also not seeing any error logs.
