Why are voided checks included in 1099 reports?

We have noticed that we have some voided checks that have been included in the 1099 reports.  We discovered that these voided checks are showing up on the Withholding Adjustment page.  If manually deleted from that page; then they are no longer included in the 1099 report.  The main question is why are voided checks showing up on that page and being included in 1099 reports?
