1099's for Foreign Vendors not printing Country by itself on the last address line?

1099's for Foreign Vendors are not formatting international addresses in the approved mailing format (Country by itself in all capitals on the last address line).  Has anyone encountered this issue, and if so, how did you resolve?  Also, is there any way to suppress blank address lines?  Thanks in advance for any help!
