Withholding Entity Required Value For Voucher 7400,138 Error When Performing Update Voucher LIne Wit

Update Voucher LIne Withholding page cannot be saved- users receive a Requires Withholding Entity message.

A Vendor was 1099 applicable at the beginning of the year. At the end of the year the vendor was no longer 1099 applicable.

Users are trying to mark existing 1099 applicable vouchers to non-withholding by using Update Voucher Line Withholding,.  They cannot save the page - users receive a "Withholding Entity is required value to process the withholding update" message.  The message code is 7400,138.  This is on PeopleSoft version 9.1.  The voucher line they are receiving the message for does not have withholding information populated.

How can users work around this error?  Some lines of the voucher do not have withholding information populated; other lines do have withholding data populated.  Not all vouchers are marked as withholding; this might be why they use Update Voucher Line Withholding instead of Update Vendor Withholding.
