Changes to Authentication Policy Reflected only after restarting OAM server

I am working on OAM 11gr2ps2, when I make any changes to an Authentication Policy like add new resource to protect or make changes to an Authorization policy like adding new response variables, the changes are not been reflected until I restart the OAM server. I want the changes to reflect with out having to restart the OAM server. Has any one come across this problem and what is the solution to address this issue.
