Workflow analyzer tool

We use the latest workflow analyzer tool to proactively monitor the workflow performance. However, no matter what we do the needle is still point to the poor. There are lots of purgable workflow data that can be purged. We scheduled the purge obsolete runtime workflow data concurrent program to run every 2 weeks with core workflow set to N and age set to 45. However, it doesn't seem that the purge are working? We are using EBS version 12.1.3 Please advise. Thank you.
