FSCM multi-lingual upgrade to 9.2

Can anyone confirm if the upgrade source image can be used for a multi-lingual FSCM upgrade to 9.2?

The Upgrade Image Source page states that the image is English only and cannot be used for multi-language upgrades, while the upgrade guide suggests that we simply need to apply language packs to the image before we start.
