Starting PeopleSoft Services

I'm going to apologize right up front for sounding like a complete 'noob' on this.  But in this circumstance, I am!!

We have a Linux VM set up running CentOS.  PeopleSoft was installed on it by a consultant.  I don't know specifically which components were installed, but from what I'm told it was the financials.  (Looking through the directories I can see a database component and a web component.)  Some tests were run back in May, 2012, with our product that integrates with it.  It was working at that time.

Since then, the VM was re-booted and the PeopleSoft services are not running.  Looking through the
