8.54 and tuxedo 12.1.1.0 issue windows 2008

Has anyone been able to boot an app server running tools 8.54.06 and tuxedo 12.1.1.0 on a windows 2008 server?

Between tools 8.54 and oracle support, not getting a good feeling about this release, here is our issue:

App server will not boot, tuxedo location is in the path variable

No bulletin board exists. Entering boot mode.
