The Peoplebooks "Help" link in the Peoplesoft Portal

Hi,

The help link at the top right hand corner of the Portal does not bring up the Peoplebooks. Is there some process that My DBA needs to run or startup? Or something to configure?

We are just getting "Page can't be displayed" when it is clicked.
