How do I reapply tax updates which i have already applied in HCM 9.2 environment !

I am having an issues with the tax updates, that the cobols from the tax updates are not running correctly and missing some of the files which includes cobol sourse code, stored statements, copybooks etc.

 

So If I want to reapply the tax updates then how do i reapply them ? as per the other  oracle analyst said, I need to reapply them (tax updates) to the upgraded HCM 9.2 database,.

But when I choose the Update Manager to define a change package, select Advanced Search criteria, select Tax Update and the values, but it didn't let me go to the next step, I believe this must be looking at the Target Database information in PUM, so where does it stores the target database information ?  And How do I reapply them.
