Is there a way to perform search match or validation before using the administration console to crea

We are looking at different scenarios for creating identities in OIM.

One of these scenarios is to leverage the built-in UI to create new users. However, there is no search matching done in the "Create User" tab beyond making sure that the User Logon is unique. I know that it is possible to route a user creation through approval policies, but is it possible to inject a search on various criteria before creation? This is versus performing a search on the "Search users" page, as kind of a final safety net in case users don't perform those searches properly.
