Can a change package created from one PUM (i.e.HR92010) image be applied from another PUM image (i.e

I created a change package to apply tax update 14-F from PI HR92010. I want to apply this same change package to another environment but my current PI is HR92011. When I try to use the same change package I get a warning that says image version of source 11 and image version of change package 10. The image version of change package does not match the image version of the source environment. The change package is based on the delivered 14-F tax update from image 10. Can it be applied again with image 11 installed or must I create
