ExcelToCI Tools 8.52.09 Sometimes when 1 row errors, some rows above and below the record in error d

Has anyone experienced this issue where some valid records in the exceltoci don't load when they are right above or below a record that has a valid error. It does not happen all the time but when it does, we have to manually check for all the missing records. We are peopletools 8.52.09 ExcelToCI2007. HCM 9.1.
