Oracle indentity management

Currently  our  applications  runs on OAS 10g R2, we  are  building the new environment to  move  to our  current  applications to  Weblogic 10.3.6.  Since  we  are no using  neither Oracle  single  sign-on   nor  synchronization of Oracle internet  directory and Active  directory  for  supporting  active  directory  authentication.  

Questions 

1  Do  we need  to  need  to install  identity management  in our  new  environment...?

2. If  we  do not  needed   Identity  management and  in the  future  wanted to use  Oracle  single  sign-on  for  our  FORMS  application,  could we   be able to  update the  metadata repository  t ...and     install   the  Identity  management  components..........?

New  Environment with following MIddleware 11g products deployed in two Windows 2008 R2 servers
