Question from webcast on Upgrading to tools 8.54 regarding Oracle versions

I believe I heard this question (and answer) on the webcast "Upgrading to Ptools 8.54" ... wanting to verify answer.  But I can't seem to find it in the followup listing of the questions.   So I will re-ask, sorry if it 's there and I've missed it. 

We are on 8.50 tools and app 9.1, wanting to do a tools only upgrade to 8.54. 

We are presently at 11.2.0.3 oracle db which is not certified on tools 8.54. 

Being 12c isn't certified at tools 8.50, do I have to do an interim db update to 11.2.0.4, then do the tools upgrade to 8.54, then ... later do my oracle 12c update?
