AP_WTHD_UPDT.UpdVtmp Step10 taking hours

Hello.

We are having a major issue with AP_WTHD_UPDT.UpdVtmp Step10.  It is taking a very long time to run and taking up large amounts of TEMPDB space.  As I type this we are over 400gb of TEMPDB space for this single step to run.  We are on verions 9.2 and a very recent patch.  I was told this was fixed in 9.1.  Does anyone know about this?  it is in the Update Withholding process.

This is a SQL step and the query is really awfully written.  Wondering if anyone knew of a patch or if we are going to have to optimize ourself.
