Confirmation of receipt to Supplier with XML

I have been researching this functionality and I found this seeded Workflow item type "PORCPTO - Receipt Confirmation XML Outbound". I looked further and found that the business event that this workflow is subscribed to is "oracle.apps.po.standalone.rcpto". I examined the workflow and it appears to use the ECX module to see if a trading partner is setup for delivery required and then sends an XML file to the trading partner through XML Gateway. I looked to see if this Event had every fired and it does not appear to be firing even though it is enabled and the subscription is
