Centralized PUM

We're looking at supporting multiple, separate HCM client applications using a centralized PUM Instance. Each HCM client application would then use the centralized PUM Instance PIA to build their change packages. Using PS security, can we limit which target databases are available so that each HCM client would only see their own targets ?
