Applying change bundle to PeopleSoft, getting insufficient privileges on table create ... PSTREEDEFN

Must apply patch bundle #17 to PS 9.1 Tools 8.50 dmo environment.   When the job kicks off, I almost immediately get an insufficient privileges error, the DMT it is trying to run upd901664_tree_i.dms ... the script specs the input and log and then does an import * (the input is upd901664_tree.dat).   

I am logging in as PS (user id).  

If I log directly into sqlplus with PS, I can't see the table PSTREEDEFN.  I assume the security for the DB is incorrect.   #16 was applied a while ago and there was a push for security type concerns recently.   I've started the comparison of the roles/privs for the core users ... wanted to get the question out in case it's some thing simple I'm doing incorrectly.  I've not applied a patch bundle prior to this ... I'm using the notes from the prior admin.
