No Success when trying to reconfigure AR Statements from Open Item to Balance Forward

We have been trying to change our statements from "Open Item" to "Balance Forward".   We are running PeopleSoft v. 9.1.  We have been unable to get "Balance Forward" statements since before v. 8.4.   The Message Log from the process monitor only gives this clue.   Has anyone else had problems changing from Open Item to Balance Forward?  Any suggestions?
