Exclusive discount and Rebate deals

Please help!

I have this situation:

There is a Rebate deal set for one supplier.

The supplier is giving an exclusive discount for a special buy.  (This was set as a PO specific deal with an exclusive discount).

The supplier is asking that this special buy doesn't acummulate data for the rebate deal.

If the discount was set as exclusive, it overrates all existing discounts, but Im not sure that this also applies for rebate deals?

Can anyone help answer this?
