Cannot access any page in FSCM after Tools Upgrade to 8.54.06, result is spinning using IE10

We recently upgraded Tools from 8.53.14 to 8.54.06. After this, navigate to any page, Main Menu > Commitment Control > Review Budget Activities > Budget Overview, Inquiry Name = APPROP. Result is spinning.  The page has been spinning for approx. 50 minutes.  This happens only with IE10. Works ok with Mozilla Firefox
