E-UPG FSCM 9.2 Create View PS_RTBL_ALLOC_VW fails with Replace_View * after Chartfield Change   (Doc ID 1968617.1)

This is for sites who are upgrading to FSCM 9.2, have added a chartfield on the original release,  and will run the replace_view * as part of the Upgrade;  or simply for those sites that are already on FSCM 9.2 and have changed a chartfield and will run replace_view *:  the view RTBL_ALLOC_VW will fail.
