How to enable Pop up blocker automatically for IE/Firefox without changing Pop up settings manually

Hi Folks,

We recently deployed BI Publisher in our Prod Environment where Managers can able to view and print Employee contracts from online page by hitting push button.

The problem here is the pdf contract will open  up in new window in the browser where it will prompt for Pop up blocker options which we need to allow in order to view that pdf in new window.

In "Privacy" tab on the dialog box, "Turn on Popup Blocker" is unchecked.

As all the managers are not familier with IE Settings to add our prod url under trusted sites manually, I am wondering is there any alternative way where our prod peoplesoft url will be automatically added under "Allowed sites" instead of manually allowing the pop ups in each machine for IE/FireFox for our peoplesoft Prod URL ?
