Problem with doing sync between HRM & ELM

As pertitle, I'm having some big issue with the integration between my HRM application and ELM application. I'm trying to sync the workforce into into ELM but I'm having the error below.

"HttpTargetConnector:ExternalSystemContactException no protocol: /" I have tried the document provided in MOS Doc ID 659049.1  but it's not getting me anywhere.

I've log an SR with Oracle regarding this but the respond is very slow, so I'm here asking for some extra help from everyone.

Does anyone face this issue before? I am able to ping the nodes from HRM to ELM and from ELM to HRM.
