AP Check run for student checks print without being budget checked.

Has anyone else experienced this: only for our student financials checks we have noticed that we are able to do a check run and the checks run without being budget checked.  Granted they do not show up on our open liability report I found this peculiar.  We are on version 9.1 bundle 31, PT 8.54
