Workflowmailer not sending emails to specific users.

Hello,

Please some of my users are not receiving emails from workflow mailer. When tested with test mailer the mail is not sent. Check from wf_notifications and mailstatus is blank for users not receiving the emails. However when you run a concurrent request and send output to their mail they receive it.
