How does alternate Approver work, In case of user in a different time zone that of the database?

How does alternate Approver work, In case of  user in a different time zone that of the database? Will the workflow be triggered to alternate approver based on database time or the local user time?

The workflow triggering user, approver & alternate approver have a timezone difference of +7 hours with respect to database time zone. All of them have set up their time zones  to local time zones and  "Use Local Timezone" as Yes in My Personalizations > Personalize Regional Settings.

Case: Approver has set an alternate approver and from date, to date as 02-FEB, 02-FEB respectively.

Work flow is triggered as 03-FEB 01:00 AM ( database time 02
