Time Switches to Military Time in Preview - BI Publisher PeopleSoft

We have create a BI Publisher template (rtf) and inserted Date/Time in Header; when opening the file the time appears correct, but when you preview it appears and prints as military time - why? Any suggestions on how to fix this?   We are using PeopleSoft 9.2/PT8.53.12.
