What are all the security permissions required to set up a WorkCenter Dashboard in PS Fin 9.1/8.53

We are trying to build a test WorkCenter Dashboard.  In our UAT and Production environment I will not be able to grant myself the PeopleSoft Admininstrator role.  I am trying to identify all the Portal security permissions I need to create the WorkCenter Dashboard.

Right now, I am trying to access the Pagelets page from the Manage WorkCenter Dashboards page.  I can access the Properties without any issues, but get a security error when I click on the Pagelets button (Not authorized to modify this system tab).  I gave myself all the Component permissions for both PTAL_ADMIN, PTTP_PORTAL_ADMIN  and PORTAL_ADMIN
