app engine not running in upgrade

Hi,

I am doing upgrade for HRMS from 9.1 to 9.2 with people tools 8.54. In this we are not able to run any app engine from app designer with any user id. Due to this we are able to run upgcount and other app engine listed in the upgrade template. When we try to run the app engine from app designer in log we can see the following PeopleTools 8.54.05 - Application Engine Copyright (c) 1988-2015 Oracle and/or its affiliates. All Rights Reserved. It does not show any error or success in the log.

when we try to run via command prompt, the app engine runs fine.
