Day Light Savings Time Issue in Reported Time???

We had an issue last November and last March where the time that came into PeopleSoft T&L through TL_ST_LOADER was off by 1 hour starting at 8:00pm Sat night through 2:00 AM Sunday morning on the Time Change weekend.  I thought I had found the issue we we realized one of our tables (TL_DSTOFFSET) had not been updated, But testing shows that updating that table does not help.  Issue is an employee punches out at 9:00PM on Sat night, but in TL_RPTD_TIME it is recorded as 10:00PM.  It starts will all punches after 8:00pm, I believe that is because Central
