Is there a delivered process to load User Profiles and Permission Lists?

We have tried to use the CI's USER_PROFILE and ACCESS_CNTRL_LISTX_CI but in the process of trying to resolve problems Oracle Support informed us these do not work 'out of the box' but require 'customization'.

Are there any other delivered whys to load these?
