Peopletools Upgrade 8.53 to 8.54 Application Release EPM-9.0

Do we have Limitation/Requirement for uprgading from Peopletools 8.53 to 8.54 for applciation Relase EPM 9.0 ?

Technology Blog states that  PeopleTools 8.54 is Generally Available for new installations.  Customers that want to upgrade to 8.54 from earlier releases will be able to upgrade in the near future when the 02 patch is available.

Did oracle realase any patch related to 8.54 ? I could not find any information about minimum Application Release requirement for 8.54 Tools Upgrade.
