When we update the page to ReCreate the checks the page saves but we can't get to the Pay Cycle Manager page to review results because we get a message saying "either the Pay Cycle doesn't exist or you don't have access to the Pay Cycle".  We do have Row Level Security turned on for Pay Cycles.  We update the Row Level Permissions for Pay Cycles to include the new Check ReStart Pay Cycle ID and still can't access the Pay Cycle Manager page...we get the same error message.  The process does re-create the checks and updates the Payment ID
