Buyer Pack cost change on PO

Why can I override the buyer pack unit cost when it's on a PO? I always understood that the Buyer Pack unit cost equals the sum of the cost of the components and that the unit cost cannot be overridden while creating the buyer pack in RMS; so why does RMS allow the unit cost to be changed when it's added to the PO? What happens in Tran data when the buyer pack is received with a different unit cost?

I'm using RMS v13.2.6
